Pursuant to the Law of the People’s Republic of China on Tendering and Bidding and related laws and regulations, the principle of openness, fairness, impartiality, and good faith was entrusted by Datang Dongying Power Generation Co., Ltd. to commission the first batch of auxiliary equipment for the project (see the tender for details). 1 Project Overview:
Datang Dongying 2×1000MW new construction project is located in the Dongying Port Economic Development Zone in the northern part of Dongying City, within the breakwater of Gangcheng City, and borders on the Bohai Sea to the east and the north. It is about 110 kilometers away from Dongying City. It is the “Planning Blue Economic Zone Development Plan of Shandong Province†and "The development plan of the Yellow River Delta efficient eco-economic zone" key power projects. A 4×1000MW ultra-supercritical coal-fired turbo-generator unit was planned at one time, which was constructed in phases and conditions for further expansion were maintained. The first phase construction of 2 × 1000MW ultra-supercritical coal-fired generating units. The main engine adopts secondary intermediate reheating and six-cylinder six-bar steam condensing steam turbines to simultaneously establish flue gas desulfurization, denitrification, and dust removal devices. The unit cooling adopts the seawater direct current circulation method, the industrial water adopts the seawater desalination process, the desulfurization adopts the limestone-gypsum wet desulfurization process, and the desulfurization efficiency is not less than 98.7%; the denitration adopts the low nitrogen combustion technology and the selective catalytic reduction (SCR) process. The liquid ammonia is a denitrifying reducing agent and the denitrification efficiency is not less than 85%. The dust collector adopts a low-temperature electrostatic precipitator and a wet electrostatic precipitator. The comprehensive dust removal efficiency is not less than 99.93%, and the pollutant emission index meets the gas turbine emission standard.

Closed water waste heat utilization heat exchanger performance: In the past 5 years, the bidder has two sets of 600MW and above capacity unit supporting shell and plate heat exchanger for more than 2 years of good operation experience, no major equipment was found during installation and commissioning operations. Quality problems or there are effective improvements.
4 Bidder qualification requirements:
4.1 Must have an independent legal personality of the People's Republic of China and have a legal and valid business license. Non-PRC registered bidders should be registered with the Administration for Industry and Commerce.
4.2 The person in charge of the unit is the same person or a different unit that has a controlling or managing relationship and may not participate in the bid for the same tender item or for the same tender item that is not divided into bid segments.
4.3 Imported Equipment (Materials) The bidder shall provide the manufacturer or manufacturer of the bidding equipment the only authorized agent for this project.

3. 4. The bid bond must be wired in the bidder’s basic account (it is not allowed to wire in the name of an individual or other company).
