National measures to promote energy-saving lamps to take the lead in replacing

In May 2007, the State Council issued the “Comprehensive Work Plan for Energy Conservation and Emission Reduction”, clearly pointing out the promotion of 50 million high-efficiency lighting products, and the central state organs took the lead in replacing energy-saving lamps.

In January 2008, the Ministry of Finance and the National Development and Reform Commission jointly issued the Interim Measures for the Administration of Financial Subsidy Funds for Efficient Lighting Products Promotion to ensure that 150 million high-efficiency lighting products were promoted through financial subsidies during the 11th Five-Year Plan period.

In April 2008, the Ministry of Finance and the National Development and Reform Commission launched the first batch of 50 million high-efficiency lighting products that were subsidized by financial subsidies, and adopted an indirect subsidy method that subsidized funds from enterprises to be subsidized by enterprises. This is the first time that China has used financial subsidies to support the promotion of terminal energy-saving products involving consumers.

After that, various provinces and cities successively decided to promote energy-saving lamps. Before the opening of the Olympic Games, Beijing will promote 5 million energy-saving lamps in four major urban areas with government subsidies. Residents can purchase at an ultra-low price of 7 or 1 yuan. Shanghai has determined the promotion plan for 1 million energy-saving lamps into families and enterprises. Guangdong Province has made 3 million energy-saving lamps and will sell them to ordinary families at an ultra-low price of 1/5 of the average price of similar products on the market.
