"We are entirely possible to create a better innovation system than the West"

Reporter: Qian Xuesen has repeatedly asked: Why can't China cultivate innovative outstanding talents? You have an educational background that spans China and the West. What do you think are the differences between China and the West in terms of training innovative talents?

Deng Zhonghan: There are big differences between the Chinese and Western education systems and education systems. First, Western universities attach great importance to let students "walk" between different disciplines. When I was studying at the University of California, Berkeley, I received three different degrees from the College of Science, Engineering, and School of Economics and Management with a scholarship. The cross-field study has expanded my thinking and laid a very good foundation for my return to China to start a business.

Cultivating innovative talents must not only cross-compound, but also dare to explore and practice. Foreign countries pay special attention to social practice. Basically, every holiday teacher will force you to do internship. I have done "Summer Student Internship" in IBM and Berkeley National Nuclear Weapon Laboratory. This is a practice-assisted learning method.

Western schools also encourage students to dare to challenge authority, which is relatively lacking in China. Nobel Prize winner Zhu Diwen believes that students who dare to challenge his views are good students.

In my opinion, in the cultivation of innovative talents, we should let go of the concept a little, and let it go a little further. The domestic cultivation of students is largely propositional teaching, and the innovation corners have been worn away. We always say that stress changes into motivation. In fact, our students only have stress, no motivation, and no vitality. Of course, the advantages of domestic students are very good. What we need to do in the future is to learn from each other's strengths and avoid shortcomings, so that students can learn as much as possible about different disciplines.

Reporter: In addition to the cultivation of talents, what efforts do we need in terms of building an innovation system?

Deng Zhonghan: I have started my business in Zhongguancun over the past decade, and I feel deeply about the differences between Chinese and Western innovations. In Silicon Valley, innovation does not depend on how many papers you publish, how much research funding you apply for, or whether you get any technology awards, but how much output value, how many customers, and how many people are willing to pay for your innovations. Products, whether they can create products that change people's work and lifestyle. This pragmatic and innovative idea, I call it the "Silicon Valley Mechanism."

In 2006, China proposed to build an innovative country, with enterprises as the mainstay of innovation, market orientation, and integration of production, education and research. This is the most basic common sense in the West, but it has become a national policy in China. This is the difference between China and the West. I faced this problem when I first returned to China 10 years ago. Many people suggested that I build a laboratory to promote the development of chips. My first sentence is "No, I have to run an enterprise, and I have no way to promote an industry through a laboratory." Therefore, at the beginning of the establishment of Zhongxingwei, the national financial investment became a venture investment, accounting for 65% of the shares, and we These entrepreneurs accounted for 35%, which was unimaginable at the time.

So, can we create a better innovation system than the West? I think this is entirely possible. For example, China is building its own big aircraft, which reflects the superiority of a system. Even in difficult and large fields, we can still concentrate on making big moves, and this innovative work is not just derived from personal innovative ideas. I think that under the conditions of a socialist market economy, China should dare to explore a new innovation system that not only has China's national conditions and reflects the will of the country, but also satisfies the market mechanism and meets the rules of market games.

"To have a real hobby of learning, and treat it as an adult pursuit"

Reporter: Many people blame the lack of innovation in China on the lack of investment in scientific research. What do you think?

Deng Zhonghan: The R & D funds invested by our country in recent years are actually very large, especially in major projects. As far as I know, the conditions of many domestic scientific research institutions are improving, and even many foreign laboratories have equipment and decoration that are a little older and older than domestic soil. In this regard, our investment in recent years has greatly helped the rapid development of technology. But how to cherish these funds, cherish the support of national policies, and make better achievements, we may have to make further adjustments in many aspects.

It is of course a good thing to invest a lot of money. It is a pity if the big money is only in exchange for hardware upgrades and no improvement in scientific research and innovation capabilities. This goes back to the question just mentioned, whether our innovation system is mainly based on investment stimulus or market-driven. The improvement of purely invested innovation conditions may not necessarily lead to good innovations. If it is mainly driven by the market, it is natural for the market to judge whether such scientific research and innovation value is not worth investing in and whether it can achieve innovative results. Taking enterprise innovation as the main body and market-oriented, it is necessary to highlight how we evaluate what kind of results are produced by today's investment. This is a matter of mechanism and is very important.

Reporter: Compared with applied sciences, what is the status of China's basic disciplines in the world, and what is lacking to further develop?

Deng Zhonghan: The achievements of our country's investment in basic disciplines have gradually shown that the quantity and quality of articles published internationally have been greatly improved. However, it may take some time before the emergence of world-class masters and first-class theoretical work. Perhaps that day will be when our country wins the Nobel Prize.

For further development, I would like to emphasize one point, that is, the pure ideal for which to fight. Now many people just take basic innovation as a kind of work, as a method of applying for funds, and I have contacted many people who are engaged in basic scientific research abroad. They have a real hobby for the knowledge they are engaged in. Be an adult. The interest in learning and the pure ideas of fighting for it are very worthy of respect, and we also need more such scientists.

Some people say that the "style of government" style of domestic universities and academic institutions has affected the improvement of academic standards. The problem does exist. In this respect, many traces of the planned economic system remain. I think we need to establish a very complete scientific research system and innovation system, and establish a system to guarantee fairness and efficiency.

Reporter: In recent years, a lot of academic misconduct and academic corruption have occurred in the academic circle. How do you think this kind of phenomenon can be contained fundamentally?

Deng Zhonghan: I have heard a lot about academic corruption in recent years. In the field of engineering technology and applications, if you insist on being market-oriented, it is difficult to get through the tricks by deception, and the market will make the final judgment. The situation in colleges and universities is relatively complicated, and I do n’t know much about it. In fact, academic fraud has occurred in many countries. I feel that after the pains of the past few years, our academic community will gradually mature and start from various aspects such as system construction to curb this phenomenon. But fundamentally speaking, it is necessary to make everyone find happiness in innovation, so that he will not falsify just for his immediate interests and goals, or even do things that break the law.

Reporter: You have recently been elected as an academician of the Chinese Academy of Engineering. What impact do you think the academician title will have on your future academic and work?

Deng Zhonghan: The academician of the Chinese Academy of Engineering is a very high honor. In addition to being very surprised, he felt even more responsible. The selection of more young and middle-aged science and technology workers in recent years is actually encouraging us to promote industrial innovation and development. After being elected as an academician, it means that I may work more classes and do more things every day, but I am happy to do so.
