According to reports, the price of wind power into the network will increase by 0.23 yuan on the basis of the benchmark price of coal and electricity in 2005, and the biomass power generation will increase by 0.25 yuan. Other renewable energy power generation networks have also developed corresponding price concessions to varying degrees.
In addition, Zhou Wei said that the state will also introduce preferential policies in other areas to support the use of renewable energy.
First of all, China will give certain support to the market for renewable energy products in the sales network. For example, large-scale energy and power companies must purchase renewable energy products.
He said that the supporting measures will also include a certain quota system. For example, in the power industry, power companies must be required to generate a certain proportion of renewable energy.
In terms of taxation, for biomass fuels, renewable energy power generation, etc., enterprises will be given certain preferential measures, but different industries have different tax rates. Zhou Wei said that the specific tax rate is being worked out.
He said that China will also set up a special fund for renewable energy, which is under the responsibility of the Ministry of Finance and jointly managed by the Development and Reform Commission and the Ministry of Finance. The specific details about the funds are still under study, and I hope that there will be a result at the end of the year.
Zhou Dadi, director of the Energy Research Institute of the Development and Reform Commission, pointed out that renewable energy is not yet competitive in terms of economy compared with conventional energy. Considering the optimization of China's future energy structure and the satisfaction of energy demand, China must support the development of renewable energy technologies at the current stage.
China's "Renewable Energy Law" was issued on February 28, 2005. The law will be officially implemented on January 1, 2006.
