Raise awareness of street lamp energy conservation and emission reduction work

In the 1970s and 1980s, with the global energy crisis and the rise of environmental protection, saving energy and protecting the environment have gradually become the consensus of all mankind. China also attaches great importance to green lighting. The "Eleventh Five-Year Plan" period is a period of strategic opportunities for the development of China's urban lighting construction industry. This year is a crucial year for China's development and reform. The implementation of the scientific concept of development, people-oriented, building a socialist harmonious society, promoting the new situation and new tasks of urban lighting rapid, healthy and scientific development has given China a new historical mission of the urban lighting industry.

1. Each city shall complete the preparation of the special plan for urban lighting as soon as possible in accordance with the requirements of the overall urban planning. Because there is no special plan for urban lighting, some cities simply pursue high-brightness, multi-color, large-scale, ultra-luxury construction, and configure unrealistic and unscientific lighting facilities, which wastes energy and causes light pollution. It is necessary to proceed from the actual situation, and pay close attention to the preparation of special plans for urban lighting. The provisions that do not meet the urban development needs and the principle of saving electricity and protecting the environment should be revised and improved, and the special planning of urban lighting should be emphasized to guide the role of resource conservation.

2. The revision of urban road lighting design standards is relatively lagging behind. At present, the construction, expansion and reconstruction of urban roads are developing rapidly. The design of urban lighting projects is disorderly and has many problems. There is a simple pursuit of brightness to cause light pollution, the pursuit of excessive decoration and luxury, resulting in excessive investment and excessive power density. And other issues. We must improve the quality of urban lighting engineering design in accordance with the principles of scientific norms, safety and reliability, advanced technology, economical rationality, energy saving and environmental protection, and convenient maintenance.

3. The urban road lighting management system has long followed the operation mode of “management and construction integration”. The government and relevant authorities have partially or fully exercised the management functions exercised by professional management institutions. On the one hand, limited to the understanding of urban lighting profession, it is not possible to exercise management functions comprehensively, completely and professionally; on the other hand, the professional management role of urban lighting management institutions cannot be exerted. This requires us to strengthen the centralized management of key aspects such as urban lighting planning, design, construction, acceptance, operation and maintenance, rationalize the management system, standardize the practice of urban lighting, and give full play to the state and government's capital investment.

4. Conscientiously implement the spirit of the Ministry of Construction's "Eleventh Five-Year Plan for Urban Green Lighting Projects" and actively carry out urban green lighting and power-saving renovation demonstration projects. Widely used high-efficiency, long-life light source, the application rate is more than 85%; the efficiency of high-efficiency energy-saving lamps with luminaire efficiency above 80% is above 85%, achieving technical energy saving. Based on the end of 2005, the city's annual energy-saving goal of 5% is achieved, and the goal of saving 25% of electricity consumption in five years (2006-2010).

Exploration and practice of street lamp energy saving and emission reduction work

1. Establish the functional positioning and development plan of the capital street lights. In 2000, the number of street lamps in Beijing was 114,000. 2. Speed ​​up the pace of street lamp construction and equipment renovation. In the early 1980s, there were only 56,000 street lamps in Beijing, with a power supply mileage of 1,100km and a total load of 5MW. By the end of 2006, Beijing street lamps had reached 167,000, with a power supply mileage of 5,500km and a total load of 43MW. During the "10th Five-Year Plan" period, the total mileage of new street lamps reached more than 1,000 kilometers, forming a well-defined, vertical and horizontal road lighting pattern.

3. Rely on scientific and technological progress to promote energy conservation and emission reduction. In recent years, street lamp energy conservation has evolved from industry calls to policy norms, from soft incentives to hard constraints. In July 2006, the Ministry of Construction promulgated the “Outline of the “Eleventh Five-Year” Urban Green Lighting Project”.
