1. Each city shall complete the preparation of the special plan for urban lighting as soon as possible in accordance with the requirements of the overall urban planning. Because there is no special plan for urban lighting, some cities simply pursue high-brightness, multi-color, large-scale, ultra-luxury construction, and configure unrealistic and unscientific lighting facilities, which wastes energy and causes light pollution.
